3+ weeks ago, I noted that the American interim government had spent about 2% - $366 million - of the money allocated to it by Congress, while simultaneously spending $19 billion in Iraqi oil revenue.
I have still yet to see an adequate explanation for this mismanagement. Audits are opposed, books are mismanaged or nonexistent.
